This assignment assesses the following course learning objectives.

Its purpose is to develop your capability to understand IT Governance and Change Management theories, frameworks and concepts. You will write a business report that seeks to offer solutions aimed at avoiding governance shortcomings in contemporary major IT projects and operations.

- determine the prevailing character of prevailing IT governance and change management practices

-consider what scope, if any, exists to strengthen governance processes

-examine governance and IT Service Management (ITSM) processes to ascertain which elements might most usefully be applied to offer adequate oversight of such IT operations in future.

Pose evaluative questions that allow you to determine the current-state-of-the art of the issue that you have investigated.

Identify up-to-date sources and evidence that support your analysis. Hone your investigative skills.

Present your findings effectively.

Preparation

1. You should first read the Information Systems Audit Report 2019 published by the Western Australian Auditor General. You will discover details using this link Preview the document.

The audit report is divided into two main sections. You are interested in the second section which is entitled 'General computer controls and capability assessments'. This is a regular audit of IT operations in the state government. As such, these audits reveal the prevailing character of IT governance. 2. Next, you should familiarize yourself with the ICT governance standard AS ISO/IEC 38500:2016. The standard outlines a series of principles that should be applied when seeking satisfactory governance outcomes. This link Preview the document takes you to the standard.

3. Assignment scenario

Assume that you've been assigned as a consultant to advise the government if the application of the standard's principles can significantly improve project ICT success and governance outcomes. Assume that the government has yet to adopt an IT governance standard. Your assessment task is to write a business report concerning the applicability of this governance standard.

Ideally, your report's content will include the following discussions:

Extent that the six principles contained in ISO/IEC 38500: 2016 appear to guide IT governance practice in WA's government agencies; Consideration of how the standard's principles could be applied effectively in such a situation to produce better governance outcomes; Final recommendation concerning the suitability and feasibility of applying this governance standard. We will discuss the assessment in class in Weeks 1 and 2.

A conclusion – Summaries your findings and recommendations. A reference list of sources cited in your report formatted using the RMIT Business style. A minimum of five, but ideally eight or more quality sources must be cited demonstrating relevant, independent research. The list may also include other sources used in the report that are drawn from course materials.
