For the Intro, you need to set the scene -
which it looks like you're doing. BC and its geography and demographics,
what is involved in the aviation industry (why is it
needed and growing in BC), and then the 'however, climate change may
affect the future of aviation in BC' type statement to help introduce the other
main component of the paper. Some stats can be presented in the intro but not
too many - just enough to help the reader understand and appreciate the
importance of your topic.
Further stats and depth can come in during
the background and other sections in the main body. Make sure to include the
main drivers for aviation (i.e. what enables aviation, what are the reasons for
aviation use and expansion) - this could be population, expansive geographic
extents in Canada that require a plane, infrastructural preferences for
aviation (instead of a car, boat, or rail),
and more if needed.
Your outline looks really good and I'm excited
to read more! Good work, and please let me know if you want to discuss your
paper further.
