Project Proposal Overview One of the first steps in project management is planning. During the planning stage, a project proposal is created that provides a high-level description of the proposed project. This proposal will guide the project execution and is a pseudo-contract between you, the project manager, and the stakeholders.The project proposal is then used as a tool to present the project to stakeholders for approval. It is more than just entering tasks into a project management application such as Microsoft Project. All deliverables must be specifically defined, along with all the steps or tasks to produce the deliverables. You also need to take into account all the applicable project risks. Resources should be assigned to all tasks for the deliverables, along with realistic due dates resulting in the schedule. A complex enterprise project proposal document should include many elements such as a statement of purpose or need, an overview of the proposed project, key stakeholders, key milestones, a high-level budgetary estimate, and benefits.
