There are a number of ways to do this; for example, being known for paying the highest wages and salaries in the industry. .Another interesting resource, especially in evaluating potential employers, is Glassdoor. At this site you can see how employees anonymously ranked the best practices of their organization. I presume that a savvy employer would want to periodically check this site to see how employees are feeling - this is sort of the YELP of employment.
